Notes of SHA Wales Officers Meeting

Thursday 19th October 2017 :  4 pm  Cardiff

 

 

  1. Notes of last meeting – these were noted and in note 3 (Central Council) amended to read “ an SHA Motion re addressing current challenges was likely to be accepted by the NEC and if so, this should have precedence over the motion dealing with rule changes.”
  2. Arising
    1. Arch project: noted, promised answers were still awaited
    2. Membership data: noted, no responses had been received from affiliated Trade Unions re current contact points.
    3. AGM: agreed, seek to hold early in February in the National Assembly with Rebecca Evans AM as the guest speaker exploring the impact of austerity on public health / well being. Noted, SEA were exploring holding a public meeting on May 12th 2018 and had asked if SHA would like to co host it. Agreed: accept in principle, Chair to discuss further with SEA officers. Thought could invite the SEA to co host the meeting with Rebecca Evans, particularly if she could focus on children.
    4. WEC nomination: agreed, if nominations from affiliated Socialist bodies were being invited, SHA would nominate Mike Hedges AM
    5. Services Fit for the Future: noted, our submission had been sent.

 

  1. Central Council (and Party conference)

The Chair gave a full report of events at Central Council and Party Conference. Central Council went well; documents needed to satisfy the Association’s bank had now been provided. The Women’s Conference was taking a greater role in policy making. The SHA motion to Conference was moved by Alex Scott Samuel and carried with support from 41 CLPs. Parts of the NPF report on health appearing to support the internal market were referred back. The NHS Rally was well attended. A packed SHA fringe meeting took place on public health, with Sharon Hodgeson MP as main speaker.  John McDonell committed to taking PFI hospitals back into public ownership.  The possible Barnett implications for Wales of this policy are of concern.

  1.   Major Trauma Services Wales

          Noted: Health Boards were in the process of considering the report of the

Expert Advisory  Group and the Secretary was seeking minutes of Board

Meetings held to date to ascertain what consultation processes, if any,

were in train.

  1. Assembly Enquiry into Costs of Ageing

Dr Brian Gibbons had suggested SHA supply evidence to this Enquiry.

Dame June Clarke had been approached to see if she would lead on this;

she was happy to assist but not lead. Agreed: secretary to  ascertain if

Unison was intending to submit evidence; SHA officers to look at the

terms of reference and assist where possible.

  1. Legislation watch

         Noted:   the key elements of the Land Transaction Tax and ante-

avoidance of Devolved Taxes (Wales) Act 2017 which became law on 24th

May 2017; the key elements of the Public Health (Wales) Act 2017 which

became law on 3rd July 2017; the key elements of the Trade Union

(Wales) Act 2017 which became law on 7th September 2017.

Noted: the Additional Learning Needs and Education Tribunal (Wales) Bill

now at stage 2 and the Abolition of the Right to Buy and Associated

Rights (Wales) Bill now at Stage 2.

  2. a) Noted: secretary had been in touch with “Save Pembrokeshire

Hospital” group and had offered to speak at an event in February 2018.

  1. b) Noted: Chair to confirm nomination to the Welsh Policy Forum.
  2. c) Agreed: SHA would not contribute to the review of LCFs being

undertaken by the Party.

  1. d) Noted: recent paper on improving accountability in the party. Agreed:

SHA should, from time to time, contribute papers to CLPs to which we are

Affiliated; agree, paper to be considered at the next meeting

  1. e) Chair unable to attend Welsh Public Health Conference, will ask Sue

Thomas if she is attending.
